The Home Upgrade Grant (HUG) provided by Portsmouth City Council, in collaboration with a consortium of local authorities, is a government-funded initiative aimed at improving the energy efficiency of homes, particularly for vulnerable and low-income households that do not have gas central heating. This scheme is part of a broader effort to support residents through the current energy and cost of living crisis, with a significant focus on reducing energy bills and enhancing the sustainability of homes.

Key Features of the Home Upgrade Grant

Funding Source and Amount: The scheme has secured £41.4 million through the Home Upgrade Grant, which is administered by the Department for Energy, Security and Net Zero (ESNZ).

Eligibility: The program targets around 2,000 homes across Portsmouth, Gosport, Havant, and the wider southeast that are vulnerable and low-income, and that do not have gas central heating.

Energy Efficiency Upgrades: Eligible homes can receive improvements such as insulation, air source heat pumps, solar panels, and heating controls. These upgrades can save households between £220 and £400 a year on energy bills.

Additional Support: This funding complements the £50 million previously awarded to the consortium, which has already supported over 2,700 homes through the Warmer Homes Programme, resulting in lifetime bill savings of £11.1 million for residents.

Application Process: Residents in houses without gas central heating can apply for the scheme.

Eligibility Criteria

Property Requirements: The scheme is available to properties that do not use gas as their main source of heating. Properties with a gas connection can still be eligible if gas is not used for the main heating source.

Financial Assistance: Up to £38,000 in funding is available for the installation of energy efficiency measures. The amount of funding depends on the property type, energy efficiency, and suitable measures.

Owner-Occupier and Landlord Participation: The program is open to owner-occupiers and privately rented properties, with landlords required to contribute 1/3 of the total costs if they own no more than 4 properties.

Who is eligible for the fully funded measures?

To receive free funding you must be the recipient of one of the following benefits: 


1. Your home has an EPC rating of E, F or G 

(limited funding is available for EPC D rated properties) 

2. Off mains gas

3. You have a total household annual income of £30,000 or less (before housing costs/bills)  


You receive a means-tested benefit (please see above)

*Child benefit has some specific income requirements that also apply in order to qualify for funding, this is found in the table below.
