The Energy Company Obligation Grant - ECO 4 scheme

The Energy Company Obligation (latest ECO 4 scheme) is a government energy efficiency scheme set up to help reduce carbon emissions and tackle fuel poverty.

What is the ECO scheme?

The Energy Company Obligation (ECO 4 scheme) is a Government energy efficiency scheme set up to help reduce carbon emissions and tackle fuel poverty.  

The scheme was launched in April 2013 and is now in it’s fourth phase known as ECO4. 

The scheme aims to help low income and vulnerable households with a free grant to pay for new energy saving measures such as boiler replacement, electric heating upgrades, air source heat pumps, insulation and solar power.

These grants are completely free and do not need to be repaid by the homeowner under any circumstances. There is £4 billion of funding available as part of the ECO scheme. 

This Government backed programme obligates energy suppliers to offer grants to help the least efficient households become more energy efficient and reduce their carbon emissions. 

The fourth phase of the scheme, called ECO4, started in July 2022 and it will run until March 2026 (or before if the energy companies meet their obligation).

Benefits that qualify for ECO 4 grants

 The benefits that mean you may be eligible for the ECO4 scheme are: 

  • Pension Credit  
  • Universal Credit 
  • Income based Jobseekers allowance  
  • Income related Employment & Support Allowance  
  • Income Support  
  • Housing Benefit 
  • Tax Credits (Child or Working Tax Credit)  

You also qualify if you claim Child Benefit and have an annual income below a threshold. The limit varies between single people and couples and depends on the number of children you have, as set out in the table below.

You will still be eligible if you stop claiming benefits providing the grant is complete within 12 months of claiming eligible benefits. 


Can I still get a grant if I don’t claim benefits?

If you don’t claim benefits you might still qualify for a grant through your local authority flexible energy scheme.  

The main objective of the local authority flex funding scheme is to provide local authorities with the resources they need to deliver high-quality services that meet the specific needs of their communities. This is achieved by giving them more control over how they allocate and spend their budgets.

Is my home eligible for a grant under ECO4? 

Eligibility for the ECO4 scheme is dependent on the energy rating of your home. This rating is shown on the Energy Performance Certificate (EPC) for your property.  

To qualify under ECO4 your property must have an EPC rating of D, E, F or G. Energy companies can only spend 15% of their funding on Band D properties. 

If your property has an EPC rating of A-C you do not qualify, as in order to get this rating your property will already be well insulated and adequately heated. 

All existing EPCs can be viewed on the government’s Energy Performance Certificate register (England and Wales) or the Scottish Energy Performance register (Scotland). 

If you don’t currently have an EPC a Registered Installer can estimate the rating when you apply and they’ll produce an EPC for you if the application is successful.

The old boiler and tank were removed and the new condensing boiler fitted by the two installers from XL Heating. They were friendly, informative and tidy, working well as a team for two days. So far very happy.
